How is turn order set each round, and what if it doesn't change?
Step 11 states this; a relayed designer reply says the repeat rule applies only when the whole order is unchanged, overriding an earlier tie-only reading.

Lowest popularity goes first; ties go to the player who reached that popularity later (the token on top goes earlier). If the resulting order is identical to last round's, the last player becomes first and everyone else shifts one place later. In a two-player game this means the first player alternates every round.
