Can I score three buildings on a 3x3 board?

The designer said you can have a third building on the 3x3 side, but not a "functional" one for scoring, though he built three buildings many times on the easier side of the board. One player disputes this, describing a layout with a one-column hub plus Outpatient Services building and two two-module buildings; the designer did not rule on that layout.
