Pay from this round's income, then savings, then popularity at 1 per $1. Once popularity hits 0 the rest is considered paid, so there is no debt and you keep playing. Players read this as meaning unpaid staff are not fired; a stray line in the construction rules joking that you might clear parking by not paying staff has no matching rule.
