You get 1 QP plus 1 per entrance or helipad you own. Each QP buys one orthogonal step of a patient on the notepad (a swap if the spot is occupied; across several rows costs 1 per row) or admitting a patient from the red column into your pre-admissions. Unspent QP are lost.
