Can a patient in pre-admissions move into a treatment room, even though patients never switch rooms?

Yes, as long as the room is connected to the patient's service and has an adjacent supply room. Pre-admissions is a waiting area, not a room, so the never-switch rule doesn't apply. Once a patient finishes a round in a room they stay there until cured or dead.
