How many service hubs and special modules can I build per round, and can several players build the same type?
The designer confirmed the per-player and per-type limits, and the rulebook states the special module limit.

Each player may build at most one service hub and one special module per round. Each hub or special-module type can also be built by only one player per round, because you can only build tiles that are face up. You may own several of the same type if they are bought in different rounds. The circular icon means per round, not per turn.
