What qualifies an extra building for the 8-point end-game bonus?
The rulebook requires a building "correctly set up to treat patients"; the designer's comments and player-compiled clarifications add the service-hub requirement.

Each building beyond your first scores 8, but only if it is set up to treat patients: moving suitable doctors and patients in would let you treat them, though staff and patients need not actually be there. A building needs a service hub, so the usual qualifying set is a hub, a treatment room on its floor and an adjacent supply room. Players also report that a hub plus Outpatient Services qualifies, while Outpatient Services without a hub does not.
