Does the wind rose (compass rose) tile have to stay in the centre of the 3x3 grid?
The rulebook says so explicitly, and a publisher reply agrees.

No — the compass rose tile can end up anywhere in the 3x3 map. It starts between the players in any orientation, and later tiles can be added on any side of it.
