The rulebook gives the setup hand of three; the draw numbers come from several players describing the Power sheets.

Setup gives everyone a hand of three, and the first draw phase brings it to five: Tzeentch draws up to five (after an optional discard) and each other Power draws two. There is no hand size limit afterward.
