Can I move a figure already on the board instead of summoning a new one?
The rulebook says summon, place and move are equivalent terms.

Yes. Move, place and summon are the same thing, so you pay the figure's cost and place it by the normal rules. There is no separate move action and no distance limit; the destination only has to be a region you occupy or that borders one you occupy.
