Which figure does a Hero token remove?

In the end phase, for each Hero token the player with the greatest Threat who has a figure in that region chooses one of his figures there to remove. Only players present count, so a lone player still loses a figure. Each Hero resolves one at a time, so losses can spread to the next Threat leader.
