Can the rowboat player disembark, and can cards target the rowboat?

Cards that target the Aircraft can also target the Rowboat. The Rowboat occupant is not an Aircraft passenger, so cards aimed at passengers, such as Disembarkation, cannot target them and they cannot use one either.
