Can a dwarf that was just armed at the Blacksmith still go on an expedition in the same round?
Yes. Play order is fixed by weapon strength at the start of your turn, and an action is finished in full once begun. So if one dwarf's action arms another dwarf that has not yet been placed, that newly armed dwarf can still be placed later this round and go on an expedition.
