Can I convert goods to Food at any time, and for any purpose, not just feeding?

Yes. You can convert goods into Food whenever you like, as many as you like, and use that Food for anything, such as paying the Food cost of Imitation. It is not restricted to the Feeding phase, and it takes no action. The one exception is the Breeding phase itself, where newborns and their parents cannot be converted.
