Do the Builder's substitution or Carpenter's discount apply to pastures and expedition builds?

Question

Accepted Answer

The Builder's Ore or Stone substitution applies only to furnishing tiles, so it cannot pay for pastures. By contrast, players agree the Carpenter and Stone Carver discounts apply to things built as expedition rewards.
