How does the expedition loot 'all weapons +1' work?

After the expedition ends, every armed dwarf you own gains +1 strength (unarmed dwarves do not), and the dwarf that went on the expedition also gets its normal +1, so in the designer's example a 7 becomes a 9. It takes effect only when the expedition action is complete, so it can't qualify you for better loot on that same expedition.
