Setup
Place the offer board (the golden circle) next to the game board. It shows five large supply spaces for buildings. Small coin symbols are shown next to each offer space; they indicate the purchase prices of 1 or 2 coins for the building tokens in the corresponding spaces.
Place the Mayor token on one of the coin symbols of the offer board.
Place the building tokens in the cloth bag:
- Each player takes 3 building tokens at random. Players may look at their tokens at any time; the others must not see them.
- Place 1 building token face up on each of the 5 large spaces of the offer board.
- With 3 players, remove 2 tokens at random from the game.
- With 2 players, the setup is slightly different: remove 3 building tokens from the game and place one building token of the matching colour in each district on an empty space (without a bonus).
The colours of the building tokens match those of the city districts. There are 3 types of buildings of each colour: houses (value 2 and 3), villages (value 2 and 3) and parks (value 3).
Each player receives the score token of their colour and places it on space 0 of the score track. They also receive their builder token of their colour and keep it in front of them (this lets everyone match players to the score track).
Each player receives 3 crane tokens (neutral). Any surplus is removed from the game.
Place the coins next to the game board as a bank. At the start of the game, players have no coins yet.
The player who was most recently in Frankfurt starts! Play one at a time in clockwise order.
A Player's Turn
A player performs 5 actions in the following order:
- Play a Building token
- Complete a Large Project (optional)
- Buy a building token from the offer board
- Move the Mayor and refill the offer board (always the same action, which can be carried out by one player who decides to take on this role)
(The source announces 5 actions but lists these 4.)
1) Play a Building token
The player must take 1 of their 3 Building tokens and place it in a district of the city of the same colour as the token. They may place it on any free space in the district.
Important: The illustrated square spaces on the board are reserved for the large projects. Building tokens may not be placed on these spaces!
Different types of Building tokens (park, village or house) may be placed in the same district. Each time a player places a Building token, they receive victory points:
- They receive as many points as shown on the building token they placed.
- In addition, they receive all the points of every building of the same type (park, village or house) already placed in the district.
The player records the points they scored with their score marker.
Some building spaces have a small coin symbol or a "2" on them:
- If the player places their building token on a space with a 2, they gain 2 extra points.
- If the player places their building token on a space with a coin symbol, they receive 1 coin from the bank. This is the only way to obtain money in the game!
* Note: a player may spend a coin in the same turn in which they receive it.
* Important: a player may have a maximum of 3 coins. If they already have 3 coins and receive another, they do not get it!
2) Complete a Large Project
The "Complete a Large Project" action is the only optional action. All the other actions must be carried out!
If a player wishes (and if the following conditions are met), the player may complete the large project in the district in which they have just placed 1 building token:
- The large project space must still be empty.
- The player must pay as many coins to the bank as shown on the large project space.
- They must place 1 of their crane tokens on this space, showing that this large project is completed.
When a player completes a large project, they receive the bonus shown on the space:
- +4: the player receives 4 victory points.
- x2: the player receives double the victory points they have just gained this turn (by placing the building before the large project).
Important: no more than one Crane token on each large project space.
Once placed on the game board, Crane tokens can no longer be moved. If a player does not have enough money or has no more crane tokens, they cannot complete a large project.
A large project may be completed even if there are empty spaces in a district; however, it is possible that some large projects remain unfinished at the end of the game. Indeed, players may only choose to complete a large project in the district in which they have just placed a building token. If the player who placed the last building token in a district chooses not to complete the large project, nobody else will be able to complete it.
3) Buy a building token from the offer board
The player must take 1 of the 5 tokens from the offer board and add it to their hand. The token located next to the Mayor may be bought for free (because the Mayor covers the coin symbol). However, if the player wants to buy 1 of the other 4 tokens, they must pay the purchase price shown by the coin symbol next to the appropriate token.
After this purchase, the player once again has 3 tokens in hand.
4) Move the Mayor and refill
The player (or else one player whose role it is for the whole game) must move the Mayor to the next coin symbol, clockwise (next to a building token, which will therefore be free for the next player).
Finally, this player must take 1 new Building token from the supply and place it, face up, on the space left empty on the offer board. The player's turn ends and play passes to the player on the left.
End of the Game
If a player cannot refill the offer board because there are no more tokens left in the supply, the game ends immediately.
Final Scoring
Each player additionally adds all the tokens of 1 single colour of their choice that they have in their hand. For each tile of this colour, they score victory points equal to the value of the tile. If the player has tiles of different colours in their hand, they must choose the colour that will score.
Other Important Information
- If a player forgot to take a building token from the bag, they must do so afterwards to catch up and have 3 tokens.
- End of the score track: if a player scores more than 99 victory points, they move their marker beyond the "0" space and continue scoring, placing their token on the edge of the track as a reminder that they are 100 points ahead.
- Excess coins: if a player has taken more than 3 coins by mistake, they must immediately return the excess coins to the bank.
- Large projects are already scored: since each large project can only be completed once and the player obtains their points immediately, remembering which player completed which large project is of no importance.
