Can players talk during the night phase?

Generally yes, as long as their eyes are closed; nothing in the rules bans night talk. They should not narrate what the Storyteller is doing around them, and per the rulebook players may talk about their characters only after the first night. Some Storytellers ask for chatter to mask their movements, and the Hell's Librarian Fabled can enforce silence.
