There is always one Demon. From 7 players the guide steps up in a pattern: 7 players have 0 Outsiders and 1 Minion, 8 have 1 and 1, 9 have 2 and 1, 10 have 0 and 2, 11 have 1 and 2 — Outsiders cycle 0 to 2 as Minions rise. The remaining players are Townsfolk. Characters that alter setup, like the Baron, shift these numbers.
