Goal
Plan ahead to collect sets of human lackeys with the same earthly occupation. Doing so can grant you immediate victory. Alternatively, the player with the most influence on their characters — citizens and vampires — wins at the end of the third round.
Components
- 4 Card holders
- 40 Cards: 4 different suits, numbered 0 to 9 each.
- 40 double-sided Citizen tokens:
- 6 Lords (3 points each)
- 6 Ladies (3 points each)
- 8 Priests (4 points each)
- 10 Scholars (5 points each)
- 10 Dancers (5 points each)
- Back side: Vampire (6 points each)
- 1 City board
- 4 Suit tokens
- 1 First Player token
- 1 Bag
Setup

Place the City board in the middle of the table.

Give each player 1 card holder.

Place all Citizen tokens in the bag. For each District, place the number of random Citizen tokens (non-Vampire side up) shown on the table below. The number of tokens per District is the number of players, minus one. For 2 or 3-player games, add 1 extra random token to specific Districts (highlighted in yellow in the table below).

Gameplay
The game plays over a maximum of 3 rounds, or until a player collects the required number of Citizen tokens to win. The player with the First Player token takes the first turn each round, and play continues clockwise.
On your turn, follow these steps:
- Draw the top card of the deck and look at it secretly.
- Choose one of the following:
- a. Discard a card from your card holder and place your drawn card in its stead.
- b. Discard the drawn card.
- Immediately apply the effect of the discarded card (see Card Effects).
- Place the discarded card face-up in front of any open District. (If cards are already there, overlap them so colors and values remain visible).
When 4 cards are placed in front of a District, resolve and close that District (see District Resolution). Then, if only 1 open District is left, the round ends immediately. Otherwise, the next player takes their turn.
District Resolution
When a 4th card is placed in front of a District, immediately close it and resolve it as follows:
- Each player reveals the card in their card holder corresponding to that District to compare their strength.
- Trump cards are stronger than non-Trump cards, regardless of their value.
- If the color condition is the same (both Trump or both non-Trump), the higher value is stronger.
- If multiple non-Trump cards have the same value, the card of the player who is earlier in clockwise order, starting from the player with the First Player token, is stronger.
- The player with the strongest card chooses 1 Citizen token from that District and places it in front of them. The player with the second strongest card takes 1 token, and so on until the tokens are depleted.
- Place the revealed cards and the 4 discarded cards face-up onto the District to indicate it is closed. The suits and values of these cards are public. That District's slot in players' card holders remains empty until the end of the round.
End of a Round
After resolving a District, if there is only 1 remaining open District, the round ends immediately, without resolving the last District.
- Players keep their last remaining card in their card holder.
- Shuffle all other cards together to form a new deck.
- Refill Citizen tokens in the resolved (empty) Districts according to the setup table. The last unresolved District retains its tokens and receives no additional ones.
- Deal each player 4 cards. Players fill their empty card holder slots without rearranging the cards.
- The next round starts with the player holding the First Player token.
End of the Game
If at any time a player collects a specific set of Citizen tokens, the game ends immediately, and that player wins:
- 3 Lords
- 3 Ladies
- 4 Priests
- 5 Scholars
- 5 Dancers
If no one achieves an instant win by the end of the 3rd round, calculate scores based on the printed value on the collected tokens:
- Lord: 3 pts
- Lady: 3 pts
- Priest: 4 pts
- Scholar: 5 pts
- Dancer: 5 pts
- Vampire: 6 pts
The player with the highest total score wins.
Card Effects
Must be resolved to the fullest, if possible.
- 0 — Take the First Player token.
- 1 — Choose an open District and force 1 opponent to reveal their card for it. (They place it face-up in front of their card holder; it is still considered to be in the slot.)
- 2 — Place 1 card from your card holder on the bottom of the deck face down, and draw the top card of the deck to replace it. (Always place the new card in the slot, even if the replaced card was in front of the card holder.)
- 3 — Swap the positions of 2 cards in your card holder. (They maintain their face-up/hidden status.)
- 4 — Flip 1 Citizen token in any District to its Vampire side. (It does not count toward instant win conditions but is worth 6 points at the end of the game.)
- 5 — Draw 1 Citizen token from the bag and add it face-up to an open District. Then, return 1 token from that District to the bag.
- 6 — Swap 1 Citizen token with another token from another District. (Do not change the side they face.)
- 7 — Move 1 discarded card from an open District to another open District. (If this makes it the 4th card, close and resolve that District immediately. Note: The card whose effect is currently being resolved is not yet considered "discarded in a District." You may end up resolving two Districts on your turn — once from this card's effect, and another through discarding this card.)
- 8 — Swap 1 of your cards with an opponent's card from the same District. (They maintain their face-up/hidden status.)
- 9 — Swap the active Suit token (Trump) with another Suit token. (The Trump must change.)
