Market Cards

Market cards show the following on each card:

  • Item Name: the name of the item (for example, "Crates of AK-47s").
  • Card Type: the category the item belongs to (for example, "Weapon").
  • Money Value: the amount of money the card is worth (for example, "$1 Million!").

Insider Cards

Insider cards show the following on each card:

  • Insider Name: the name of the insider (for example, "Cat Burglar").
  • Card Effect: the effect the insider has when played. For example, the Cat Burglar's effect reads: "Steal a card from an opponent's uncompleted warehouse and put it in your hand."

Warehouse Cards

Warehouse cards show the following on each card:

  • Exact Market Items Bonus: the money bonus the warehouse is worth when it is completed (for example, "$2 Million!").
  • Number of Market Items (item type for bonus points): the market items the warehouse asks for, listed by item type (for example, Artifact, Commodity, Weapon).
  • Warehouse Name: the name of the warehouse (for example, "Legit Exports Warehouse").

Setup

Separate the deck of cards into two decks: the Warehouse deck (made of 10 Warehouse cards) and the Market deck (the remaining 70 cards). Shuffle both decks and randomly decide who will draw first. All players draw 5 Market cards and one Warehouse card each. You're now ready to play.

Game Play

Black Market Warehouse is played over three phases:

  1. Shop and Hire
  2. Drop and Fill
  3. Pitch and Ditch

Shop and Hire

Each turn starts with shopping on the Black Market. To do this, just draw a card from the Market deck. After drawing a card you can play one Insider card (you can only play one Insider per turn). When you play an Insider card, the rules go into effect immediately.

Drop and Fill

The Drop and Fill phase is where you add Market item cards to your Warehouse card. Each Warehouse card has a number of contract items that it needs before the warehouse is considered complete. The Market item cards are how you fill your warehouse. Once per turn the active player will add one of their Market item cards to their Warehouse card in play. Once a warehouse receives its amount of Black Market items, the warehouse and all the Market item cards are placed in the player's scoring pile. If the warehouse was filled using the exact items listed on the Warehouse card, then the bonus points are added to the player's total.

For example (the page 8 illustration):

  • A Warehouse card (Legit Exports Warehouse, "$2 Million!" exact market items bonus) with the item types Artifact, Commodity and Weapon needs three items to complete the contract.
  • Filled with a Weapon and an Artifact but an Animal card in place of the Commodity: the item types do not match, so the warehouse is complete but gets no bonus points.
  • Filled with the three matching item types (Weapon, Artifact and Commodity): the warehouse is complete and the bonus points are added.
  • Example 2: the Legit Exports Warehouse needs three items. Filled with a Weapon, an Artifact and a Commodity, the item types match, the warehouse is complete, and the "$2 Million!" bonus is scored.

Pitch and Ditch

The fastest way to get caught dealing in illegal goods is to have an over abundance of inventory. Each player can only have five cards in their hand at the end of their turn. If a player has more than five cards, then they must discard down to five cards. After they discard down to five cards, the turn is over. The player on the left then starts their Shop and Hire phase and the game continues.

End Game

When a player completes a contract and fills a warehouse, the warehouse and all the Market items in the warehouse are placed in the player's scoring pile. The player then draws a new Warehouse card and starts to fill that warehouse. Once a player finishes a Warehouse card and there are no more Warehouse cards to draw, the game is over.

Each player totals all the money on their Market item cards they used to fill their warehouses, and adds up any bonus money they received by filling with exact warehouse matches. The player with the highest amount is the winner.

In case of a tie, the player with the most $5 Million Market item cards is the winner.

For example (the page 10 illustration): a player's scoring pile holds three Market item cards, US NOC List ("Top Secret", $3 Million), Abrahm's Tank ("Weapon", $3 Million) and Panda ("Animal", $4 Million), for $10 Million in Market item cards. The warehouse "On the Level Storage" ("$2 Million!" exact market items bonus) was filled with exactly the Top Secret, Animal and Weapon item types, so the player also receives the $2 Million warehouse bonus for the exact match, for a total of $12 Million.
