If markers block the production wheel, do I still gain resources and advance it?
The rulebook's production rules say the dial turns only without moving markers.

The wheel turns only when it can: markers sitting on the dark stop spaces hold it in place, and you can't push resources past 7 (basic) or 3 (refined) to force it. You still gain the resources, but the wheel doesn't advance.
