How does the Warlord achievement count locations?
The designer or publisher addressed this directly on BoardGameGeek.
You need power, not control, of at least 3 locations (4 power each). Sol, Deep Space, private systems, event systems and shipyards count; outpost power counts; the Museum of Retired Spacecraft does not. The same at-least reading applies to Alpha Centauri's two Deck B colonies and Kruger 60.
