Do the Leaders factions such as Space Privateers' Collective start with different resources, and how do its powers place ships?
They use the normal setup for their seat; the numbers printed on the board are just a reminder. Hyperlane Navigator can place the Collective's A-power ship anywhere on the Exploration board, while Master Engineer cannot override its fixed Sol placement, and ability B may interrupt a chain of effects between steps.
