If you leave no ships, you keep control (your outpost stays) until someone else gains it. If you still have ships, you keep control while you remain tied for the highest power. If you drop below, and the other remaining factions tie for highest, you lose control and the system becomes neutral; nobody takes it. Re-entering on the same action doesn't repeat the control bonus.
