- 3 Leader cards: Himilco, Elizabeth Wilbraham, Franklin Roosevelt
- 3 Goal cards: Populist, Influencer, Specialist
- 3 Construction tiles: School, Ranch, Institute
Setup
Add these components to the base game. The cards do not print which Infrastructure level the new Construction tiles belong to, so this rulebook does not assign one.
Leader Cards
Leader cards are gained by the first player to research a level II or higher technology, as described in the base rules. Each leader's bonus is shown with a lightning bolt, which marks an immediate bonus gained when the leader is taken.
Himilco
Lightning bolt: immediate bonus.
- Increase the strength of a unit by 1; or
- Exhaust 1 active population pawn and pay 2 coins to take a settle token (brown ribbon hexagon icon, see Icon Key).
Elizabeth Wilbraham
Lightning bolt: immediate bonus.
- Level-I technology icon (orange hexagon marked I); or
- Exhaust 1 active population pawn: Level-II technology icon (orange hexagon marked II).
Franklin Roosevelt
Lightning bolt: immediate bonus.
- Increase the strength of a soldier by 2; or
- Make 2 movements; or
- Gain 3 coins.
Goal Cards
Goal cards are claimed as described in the base rules (Goal Phase). The printed laurel values on each card follow the base goal rules: the first player to claim the goal places their cube on the 5-VP space, and each other player who claims it places their cube on the 3-VP space.
Populist
Have 4 or fewer population pawns in your population columns.
Influencer
The total strength of the settlers on the map is 8 or more, + build 3 constructions.
Specialist
Research 6 technologies of the same color.
Construction Tiles
These three tiles are Construction tiles. Build them as described in the base rules (Build a new construction): pay the coins shown at the top of the tile and reduce your settler's strength by 1, then gain the bonus shown in the center of the tile. The side hexagons show the Development track whose cube is placed on the tile (see Icon Key).
The bottom-left laurel with a number is the VP for the first player to build the tile, which is scored only if another player also builds it (base rules).
School
- Cost: 2 coins and reduce your settler strength by 1.
- Bonus: Exhaust 1 active population pawn to take a settle token or a fortify token (brown ribbon hexagon icon / winged hexagon icon, see Icon Key).
- Side hexagons: Food (sprout icon).
- First-builder VP: 1.
Ranch
- Cost: 3 coins and reduce your settler strength by 1.
- Bonus: Perform any basic action once.
- Side hexagons: Economy (coin-bag icon).
- First-builder VP: 2.
Institute
- Cost: 4 coins and reduce your settler strength by 1.
- Bonus: 1 VP for each Leader card you have.
- Side hexagons: Infrastructure (gear icon).
- First-builder VP: 3.
Icon Key
This key explains icons that the card text does not spell out. Each entry is the transcriber's reading of the card art, checked against the base rulebook's Iconography Reference. Entries marked "reading" were not printed as words and should be verified against a physical copy.
- Lightning bolt: immediate bonus gained when the card is taken (base rules).
- Shield with ribbons and a number: strength change for a unit (reading, based on "Increase the strength of a unit/soldier" in the base Iconography Reference). A soldier-only version has wings (reading).
- Grey population pawn with an orange X: exhaust 1 active population pawn (base Iconography Reference: "Exhaust population").
- Grey population pawn with no X: a population pawn; on the Ranch it stands for "Perform any basic action" (base wording).
- Gold coin with a number: that many coins.
- Orange hexagon marked I or II: a Level-I or Level-II technology (base Iconography Reference: "Level-I technology"; the Level-II reading is by analogy).
- Brown ribbon hexagon in a dark circle: settle token (reading).
- Winged hexagon in a dark circle: fortify token (reading).
- Blue-grey arrow with a number: movement; the number is the movement granted (reading, based on the base rules on movement).
- Sprout, coin-bag and gear icons on the side hexagons: Food, Economy and Infrastructure development tracks (reading, based on the base Development Cubes section).
- Laurel with a number: victory points (base rules).
- Green check mark on the bottom of the tile: not explained by the base rulebook; reproduced as printed on the card art.
