Is the Ocean detriment resolved after temperature and oxygen, and does it take effect immediately if it pushes another track into yellow?

Yes: check temperature and oxygen and place their tokens first, then check oceans and resolve the Ocean token. If the Ocean detriment pushes temperature or oxygen into yellow, that new token waits until the next round; the reading is from the rulebook's order and a designer reply.
