Goal of the Game

Players place tiles to create the surroundings of ancient Rome. Houses, villas, spas, monuments, and trade routes are formed as players build features outside the ancient city, scoring points for each token built. Once all tiles have been played, the player with the fewest points left unbuilt is the winner.

Components

  • 48 hex tiles (12 per player), showing road, lake and trade route features
  • 1 double-sized starting tile (the city of Rome)
  • 76 wooden tokens (7 houses, 6 villas, 3 spas, and 3 monuments in each player color)
  • 4 scoring aid tiles

Setup

  1. Place the double-sized starting tile on the table.
  2. Each player picks a color and takes the matching tiles and wooden tokens.
  3. Each player forms their face-down draw stack by shuffling their tiles and then draws 4 tiles from it as their starting hand.
  4. The player who most recently went to Rome starts the game.

Course of the Game

On your turn, complete the following steps in order:

I. Play 2 tiles from your hand. II. Build new tokens and/or upgrade existing tokens. III. Draw 2 tiles from your draw stack.

Take turns in clockwise order until all players have placed all of their tiles. Then the final scores are tallied.

I. Play 2 Tiles From Your Hand

Place any 2 of the 4 hex tiles in your hand on the table to extend the Roman landscape, following this placement rule:

At least one road on each placed tile must connect to the existing road network to form a continuous path all the way back to Rome (the double-sized starting tile)!

The Golden Rule: All tiles must have a road connecting to Rome!

Example: You played two tiles. Both are connected to Rome, so all is well.

II. Build New Tokens and/or Upgrade Existing Tokens

After placing your 2 tiles, do the following build and/or upgrade actions (1.-5.) in any order and as many times as you are able, until you have no more choices for building.

How to Build?

Tokens are built on newly formed dead ends. You can build only on your turn, and only on dead ends that were formed when you placed tiles this turn. If any dead ends were left empty on previous turns, you cannot build on those anymore.

Building is mandatory: If you have tokens available, you must build as many tokens as is allowed when you place your tiles down. Exception: Monuments (4.) and trade routes (5.) follow slightly different building rules that are explained below.

Key Concepts: Dead Ends & Road Loops

All Roads is all about constructing roads but in order to gain points, you also need to build as many of your tokens as possible. To achieve this, you need to place your tiles so that the roads form new dead ends and eventually road loops.

Dead Ends

Dead ends serve as building spaces for houses, villas, and spas. Each dead end can hold exactly 1 token. When placing tiles, try to place them so that they form new dead ends for you to build on.

A dead end is formed when roads connect to the "non-road side" of an adjacent tile (A). The road that forms a new dead end does not have to be on the tile you just placed. It can also be on an adjacent tile (B).

Road Loops

Road loops are needed for upgrading houses to villas and spas, and also for building villas, spas, and monuments directly.

A road loop is formed when you can trace a contiguous road starting from one tile edge and returning to the same tile edge via an adjacent tile.

A road loop may also be formed by connecting both of its ends to Rome.

1. Build Houses

After placing tiles, if any roads with dead ends were formed, build 1 of your available houses on each newly formed dead end.

Each house is worth 1 point.

2. Build Villas & Spas

If a road loop encloses newly formed dead ends, build one of your available villas at each of those dead ends (without having to build a house there first).

Each villa is worth 2 points.

If any of those new dead ends are at the concave side of a lake, build a spa there instead.

Each spa is worth 3 points.

3. Upgrade Houses

After placing tiles, if a road loop was formed, you must immediately upgrade all houses inside that loop, regardless of their owner.

If a house is at the concave side of a lake, upgrade it to a spa of the same color.

Otherwise, upgrade it to a villa of the same color.

Return any upgraded houses to their owners.

4. Build Monuments

Unlike other tokens, monuments are not built on dead ends. They require a special kind of road loop instead. After placing tiles, if a road loop that has no roads within it was formed, build one of your available monuments inside that loop. These kinds of loops are usually either a triangle- or a diamond-shape.

Each monument is worth 4 points.

5. Claim Trade Routes

Some of the roads also include trade route spaces. After placing tiles, if a road loop that contains trade route spaces was formed, you may claim the trade route. If you do, place one of your available houses on each unoccupied trade route space along that road loop.

Example: Trade route spaces are usually found along a road loop, but they can also form inside a road loop. If this happens, place 1 of your available houses on those trade route spaces as well.

Unlike houses built on dead ends, houses used for claiming trade routes cannot be upgraded. Because of this, claiming a trade route is always optional.

House tokens on trade route spaces cannot be upgraded.

Tip: Since you cannot upgrade tokens placed on trade route spaces, claiming a trade route very early in the game might not always be beneficial to you.

III. Draw 2 Tiles From Your Draw Stack

Draw two new tiles to your hand from your draw stack, if available. Then, the player to your left takes the next turn.

End of the Game

The game ends at the end of the turn when the final 2 tiles are placed, and no-one has any tiles left. The player with the fewest points left unbuilt wins. Each token is worth:

  • monument (4 pts)
  • spa (3 pts)
  • villa (2 pts)
  • house (1 pt)

In case of a tie, the tied player who built the most monuments wins. If still tied, then compare who built the most spas (and then villas if still tied). If the tie persists, the tied players share the victory.

Holes Inside Road Loops?

In rare situations, a road loop may be formed even though there's still room for one or more tiles inside the loop. In this case, the road loop is considered formed for the purposes of building and upgrading (A). On later turns, tiles may still be placed in the holes, and any new dead ends formed are then eligible for building and/or upgrading as if the road loop had been formed that turn (B).

Out of Tokens?

When houses are upgraded, they are returned to their owners. The active player must build their returned houses during their current turn if any newly formed dead ends are still unbuilt. If the active player runs out of houses, and cannot regain any by upgrading, any remaining dead ends are left empty.

  • If a player ever runs out of spa tokens, villas are placed instead.
  • If a player ever runs out of villas, houses are placed instead.
  • Monuments can never be replaced with any other token type.

Example of a Game Round

Red places two tiles and builds houses (worth 1 point each) on both newly formed dead ends.

Blue places two tiles, forming a road loop (see the blue-striped area). Blue builds a villa (worth 2 points) and the red house by the lake is upgraded to a red spa (worth 3 points). Blue also decides to claim the unoccupied trade route space.

Yellow forms a road loop (see the yellow-striped area) with no dead ends or roads leading in, and builds a monument (worth 4 points). Yellow also builds houses on the other two formed dead ends.

Example of End Scoring

Green wins the game with only 6 points left unbuilt (1 monument + 1 villa).

Blue claims the 2nd place with 11 unbuilt points (2 spas + 5 houses).

Red has 1 monument, 2 spas, 3 villas, and 1 house left unbuilt, which makes a total of 4 + 2x3 + 3x2 + 1 = 17 points.

Yellow has 17 points unbuilt as well but since Red has built one more monument than Yellow, Red wins the tie. Red finishes 3rd, and Yellow takes the 4th place.

Variants

Variant: Full-Length Two-Player Game

  • One player plays as yellow and blue, the other as green and red.
  • Shuffle all four draw stacks separately.
  • Each player stacks their own shuffled draw stacks on top of each other.
  • Each player uses interchangeably all tokens of both of their own colors.

Variant: Cooperative Game

  • Play together as a team.
  • Try to build all tokens of all players.
  • Do not show your hand to the other players.
