What breaks a tie in the Revised Edition?
The rulebook states the tiebreaker, and the publisher clarified that spent craft-building resources do not count.

The player with more building resources (wood, clay, reed, stone) left in their supply wins the tie; if still tied, they share the rank. Resources spent on the craft buildings are gone and do not count. Soldier's pairs do not spend resources, so they can count.
