Does a card that gives only part of a harvest count as a "Harvest"?
The rulebook's Course of Play terms say a card giving only some harvest phases is not a harvest; the publisher confirmed Harvest Festival Planning's extra field phase is only for its owner.

No — a single harvest step such as the field phase alone is not a Harvest; only one that runs all its steps counts. Harvest Festival Planning's field phase also applies only to the player who plays it, and the regular harvest for everyone still follows.
