Can I build fences without fully enclosing a pasture?
The rulebook says fences may only be built if they create a fully enclosed pasture.

No — a Build Fences action may only place fences that create fully enclosed pastures, so partial pastures cannot be finished later. Later fencing can use fewer fences where existing ones are shared. Your first pasture may go anywhere on empty, contiguous spaces; later pastures must be adjacent to an existing pasture, and you may subdivide an existing pasture.
