Can a person placed from my supply use an action space another player occupies?
Several replies agree; the box wording "no restriction" is read as poor phrasing and nothing official confirms it.

No, unless a card allows it — supply workers follow normal placement rules and use only unoccupied spaces. Guest Room lets you place a supply person once a round while it has food, giving an extra turn but not changing turn order; Delayed Wanderer places one after everyone has finished and returns home normally.
