Can Wood Workshop's wood pay for the improvement that triggers it, and what does Grassland Harrow need?

Question

Accepted Answer

Wood Workshop's wood arrives before you play the improvement, so you can use it to pay for it. For Grassland Harrow you must pay the cost and still meet the requirement, so 2 wood alone fails; you need 3 wood, or 2 wood plus a clay, reed or stone.
