Can I play a minor improvement whose benefit I can't get, like Shelter with no pasture, or Paper Knife with 1-2 occupations in hand?
A minor whose effect you cannot use may still be played for no benefit and passed left. Paper Knife is the exception: it cannot be played with only one or two occupations left in hand.
