Game Contents

  • 4 City boards: There is an upper and lower side; the forest is on the upper side, and the sea is on the lower side.
  • 108 Building tiles: 18 Factories, 18 Shops, 18 Houses, 18 Offices, 10 Stations, 8 Warehouses, 8 City Halls (Public Offices), 6 Schools, 4 Fountains. Building tiles have a front and back. The buildings are printed on the front, and a park is printed on the back. Some building tiles have Goods icons showing: Electrical, Food, Clothing or Medicine (four types in total).
  • 4 Park Action tokens
  • 1 bag
  • 1 Scoring pad
  • 1 Rulebook
  • 24 Building Plan cards (6 card types x 4). The Building Plan cards have different numbers printed on the front and back. Each shows a City number, a Building Plan number and a Section.
  • 12 Building Plot cards: These specify which Building Plot is designated for each round.
  • 10 Building cards: Building cards have both an A and a B side. Each shows the building number, building name, number of buildings, tile illustration and scoring condition.
  • 12 Planning cards: These are only used for the advanced rules. Each shows a Planning card number and scoring condition.

Game Setup

  1. Mix all the building tiles well in the bag.
  2. Shuffle the Building Plot cards face-down to make a deck. Draw one card face-up. From the number drawn, find the Building Plan card(s) for the number of players with the same number as the number of the Building Plot card you drew. (The Building Plan cards are numbered on the front and back with consecutive numbers, i.e. 1-2, 3-4 to 11-12. Return the other Building Plan cards to the box.)
  3. Each player receives the following items to be placed in front of them: 1 Town board, 1 Building Plan card (as specified in 2. above), 1 Park Action token. According to player count, return the unused components to the box. (Please orient the Town board and Building Plan card by having the forest side on the top and the sea side on the bottom.)
  4. All Building cards are arranged in the center of the table in numerical order. You may use either the A or B side or choose them randomly. (When playing for the first time, we recommend that all Building cards be on the A side.)
  5. Shuffle the Building Plot cards face-down to make a deck.
  6. Return the Planning cards to the box if not playing the Advanced version.
  7. The player who met a mayor the most recently becomes the start player and receives the bag, or decide via any method.
  8. The scoring pad is not used until the calculation of the score at the end of the game, so place it aside until then, and keep a pen or pencil handy.

The game is now ready to play!

Flow of the Game

This game will take place in exactly 12 rounds. After the 12 rounds, the score is tallied and the game ends.

Each round is divided into the phases 1 ~ 4 below:

  1. Building Plot Card Drawing Phase
  2. Tile Draw Phase
  3. Tile Placement phase
  4. Upkeep Phase

(In the last round of the game, the Upkeep Phase is skipped, proceed to scoring).

1. Building Plot Card Drawing Phase

The start player draws one card from the deck of Building Plot cards and announces to all players the number written on the card. The number marks the area where all players are placing their building tiles in this round.

2. Tile Draw Phase

The start player checks the Building Plot number (drawn in phase 1.) on the Building Plan card to see how many tiles are to be drawn. The size of the section determines the number of tiles to be drawn per set (1, 2 or 3 squares large). Without seeing inside the bag, the start player draws building tiles from the bag to make sets of tiles for players to take.

There should be one more set than the number of players (i.e. 3 sets for 2 players and 4 sets for 3 players).

Example: In a 3 player game, Mrs. Mayor, who is the start player for the round, draws a Building Plot number of 3. She checks the Building Plan card and sees that the size of Building Plot 3 is 3 squares large. She then draws 3 building tiles from the bag to make 1 set of tiles. She repeats the process until there are 4 sets of 3 tiles.

3. Tile Placement phase

In this phase, players acquire a set of building tiles to place in their city. Starting from the start player and going clockwise, players acquire one set of tiles as laid out in phase 2 and place the acquired building tiles on their city board. After placing their building tiles on the town board, it is the next player's turn to draw and place tiles. Please observe the following placement rules when placing building tiles:

Placement rules for building tiles

  • Place exactly 1 tile for each specified space of the Building Plot number marked on the Building Plan card.
  • Every building tile has to be placed, either as a building (front) or as a Park (back).
  • The tiles can be placed in any order and are not affected by the order of the set.

Example: The Building Plot number is 3 and it consists of 3 squares. Mrs. Mayor, who is the start player, chose one out of four sets and takes the following three building tiles: (a factory, a house and a shop). As specified by the Building Plan card, she placed the factory on the upper right square and the house on the lower left square. The Shop was flipped into a Park and placed in the middle.

A player who has built three or more Parks on their City board can immediately perform a park action if they have a Park Action token (see details in the Building Explanation section).

The moment 3 or more Parks are built, the player pays their Park Action token, and may execute the Park Action. After the token is paid, they may no longer carry out the action for the rest of the game, even if the action was not executed.

Once all players have taken and built their building tiles on their City board, the phase ends.

4. Upkeep Phase

Return the unselected set of building tiles in phase 3 and shuffle the tiles. The start player hands the bag to the player on the left, who becomes the new start player.

End of Game Scoring

After 12 rounds, the score will be calculated. You will need to prepare a pen to note the score on the scoring pad. Each building type will be scored for VP as per the conditions on the building card. Then, tally all of the points for each building type to obtain the total score.

(The planning symbol is only used for scoring in the Advanced Rules, so you may leave it blank.)

The player with the highest score wins! In the case of a tie, the player who has the highest score for 1. Factories wins. If there is still a tie, go through the next categories one by one (2. Housing, 3. Shops etc) to determine a winner. If all the scores are the same, then the game has ended in a draw.

Advanced Rules

The Advanced rules add Planning cards for a bigger challenge. The following changes will be necessary:

For Game Setup, add the following step: 6. Shuffle the Planning cards face-down into a deck, and place one face-up next to the row of building cards. The rest of the Planning cards will not be used in the game, so you may return them to the box.

For End of Game scoring, add the following: All players calculate the score of the Planning card after calculating the score of each building tile. This will be entered in the space for Planning cards on the scoring pad. The total score will incorporate the Planning card score.

Solo Rules

Play the game according to the standard rules. At the end of the game, the following titles will be awarded according to the player's total score (VP).

Building Cards Explanation

Various scoring conditions are stated on the Building cards. The common terms are explained here:

  • Horizontal line: A row of 5 horizontal squares on the City board is called a horizontal line.
  • Vertical line: A column of 5 vertical squares on the City board is called a vertical line.
  • Diagonal line: A diagonal of 5 squares on the City board is called a diagonal line.
  • Circumference: The 16 squares that line the edge of the City board is referred to as the circumference.
  • Adjacent: For any given building tile, one square above, below, left and right is called being adjacent.
  • Chain: Any group of tiles of the same type that are placed adjacent to each other are referred to as a chain. (Example: a chain of 3 squares.) Some building cards have chains that specify two types of buildings. In that case, it is OK to have more than one type of building tile in the chain.

Building Tile Explanation

Players score points on their City board according to the following building conditions:

1. Factories (18 tiles)

Possess Goods icons.

A side: Factories are scored according to the number of factories present on the City board, using the chart below:

B side: Each Factory is scored depending on its placement on the City board: 5VP if on the circumference, 2VP if not on the circumference.

Example: Since the factories on the upper right and the upper left are on the circumference, they score 5 VP each. As the center factory is not on the circumference, it scores 2 VP.

2. Houses (18 tiles)

A side: Each House is scored depending on whether it fulfills two conditions:

  • Condition A: It is not adjacent to a Factory
  • Condition B: It is adjacent to at least 1 Park

If it fulfills both conditions, it scores 5VP. If it fulfills one of the two conditions, it scores 2VP.

Example: The upper right house has no factory next to it and there is a park next to it, thus meeting conditions and scoring 5 VP. Since the factory and the park are next to the house in the lower left, it satisfies condition B but not condition A and scores 2 VP.

B side: Each House is scored depending on whether it fulfills two conditions:

  • Condition A: It is adjacent to at least 1 House
  • Condition B: It is adjacent to at least 1 Park

If it fulfills both conditions, it scores 5VP. If it fulfills one of the two conditions, it scores 2VP.

Example: There is a house and a park next to the house on the right. It satisfies both condition A and condition B and scores 5 VP. The upper left house has a house next to it, but there is no park adjacent. It satisfies A but not B, and scores 2VP.

3. Shops (18 tiles)

Possess Goods icons.

A side: Score Shops according to the number of Shops per horizontal line according to the chart below:

4. Offices (18 tiles)

A side: Score Offices according to the number of Offices in a chain according to the chart below:

Example: The left group is a chain with three offices connected, and scores 11VP. The right group is a chain with two offices connected, and scores 6VP.

B side: Score Offices according to the number of horizontal lines containing an office according to the chart below:

Example: There is an office in the 1st, 2nd, 3rd and 5th horizontal line. Therefore, there are 4 lines that contain an office, scoring 15 VP.

5. Stations (10 tiles)

A side: Each Station is scored differently depending on whether there is another station on the same vertical and horizontal line. Score 4 VP per station if there is no station on the same vertical and horizontal line, and 1VP if there is.

Example: Since there are no other stations for both the vertical line and the horizontal line that the upper left station is on, it scores 4 VP. The two stations on the right score 1 VP each since both are in the same vertical line.

B side: Each Station is scored differently depending on whether there is another station on the same vertical and horizontal line. Score 4 VP per station if there is a station on the same vertical and horizontal line, and 1VP if there isn't.

Example: Since there are no other stations for both the vertical line and the horizontal line that the upper left station is on, it scores 1 VP. The two stations on the right score 4 VP each since both are in the same vertical line.

6. Warehouses (8 tiles)

Possess Goods icons.

A side: Each Warehouse is scored depending on how many Goods icons on the city board are present (counting the Good icon on the warehouse itself). Each warehouse scores 1VP per matching icon in your city.

Example: The warehouse on the upper left has the Goods icon 'Medicine'. As there are 4 buildings with the Medicine icon, the warehouse will score 4 VPs.

B side: Each Warehouse is scored depending on whether there is a Shop and Factory with the same Goods icon. It will score 4VP if there is both a Shop and the Factory with the same icon, and 2VP if there is either.

Example: The warehouse on the upper left has the Goods icon 'Medicine'. There is one factory and one shop with the Medicine icon, scoring 4 VP for this warehouse. The warehouse in the lower left has the Goods icon 'Clothing'. There is one shop with a Clothing icon, but no factory, scoring 2 VP.

7. Public Offices (8 tiles)

A side: Each Public Office is scored depending on how many different building types it is adjacent to.

B side: Each Public Office is scored depending on how many Factories/Shops/Offices/Houses it is adjacent to.

8. Schools (6 tiles)

A side: Each School is scored depending on whether it is adjacent to at least 1 House. Score 4VP per School if it is adjacent to at least 1 House.

Example: There are two houses next to the school on the left, scoring 4 VP. There is one house next to the school on the right, also scoring 4 VP.

B side: Each School is scored depending on whether it is adjacent to at least 1 Office. Score 4VP per School if it is adjacent to at least 1 Office.

Example: There are two offices next to the school on the left, scoring 4 VP. There is one office next to the school on the right, also scoring 4 VP.

9. Fountains (4 tiles)

A side: Fountains are scored depending on the size of the chain they are in. Fountains form a chain with parks. Note that if there are multiple fountains in the same chain, each fountain scores separately for the same VP. The maximum VP scored is 8 per fountain.

B side: Fountains are scored according to the number of Fountains and Parks present on the City board, using the chart below:

10. Park

A side: You may carry out a Park Action the moment you have 3 or more Parks on your City board by paying the Park Action token.

Park Action: You may swap the placement of any two building tiles in your City board. You may not flip the tiles that you swap. This Park Action may only be done once in the game.

Compare the number of factories with the number of parks. If the number of factories exceeds the number of parks, there is a penalty. (Note that the fountain is not considered a park for this purpose.)

Example: Four factories and two parks are on the City board. 4 factories - 2 parks = 2. Referring to the chart, this results in a score of -4VP.

B side: You may carry out a Park Action the moment you have 3 or more Parks on your City board by paying the Park Action token.

Park Action: You may draw two building tiles from the bag and replace one existing building tile on your City board. The building tile may be placed as a park, and you do not have to replace a tile if you decide not to. Return the unused building tiles to the bag. (This Park Action may only be done once in the game.)

Compare the number of factories with the number of parks. If the number of factories exceeds the number of parks, there is a penalty. (Note that the fountain is not considered a park for this purpose.)

Planning Card Explanation

  1. Score 2VP for the number of tiles of the building type that you have the most of.
  2. Score 1VP per Park.
  3. Score 2VP per chain that is exactly size 2.
  4. Score 3VP per chain that is exactly size 3.
  5. Score 3VP per chain that is size 4 and larger.
  6. Score 4VP per diagonal that consists of 5 different building types.
  7. Score 3VP per horizontal that consists of 5 different building types.
  8. Score 3VP per vertical that consists of 5 different building types.
  9. Score 3VP per Factory, Shop, House, and Office on the City board. (Factories, shops, houses, and offices do not have to be adjacent, and score 3VP each as long as they are present on the City board.)
  10. Score 1VP per tile that is the same as your centre tile. (Include the centre tile.)
  11. Score 2VP per different building type in the leftmost and rightmost vertical lines.
  12. Score 2VP per different building type in the middle 9 squares.
