Which ships do the solo Enforcer and Scoundrel behaviors target?
The Big Game Hunter Enforcer only hunts outlaws of Tier 2 or higher, targets only you if you are one, and ignores a Tier 1 or lawful player. The Diligent Enforcer targets the outlaw with the most bounty, and you on a tie, so it can attack the Scoundrel (2,000 cR) if your bounty stays at 1,000 or less. The Usual Suspect Scoundrel ignores outlaw players and targets only innocent ones.
