Which NPCs can gain bounty, and does the Merchant gain it entering outlaw planets?
The Enforcer can never gain bounty. Any other ship can, and an innocent Merchant gains bounty for passing an outlaw planet's entrance, including planets the Loyalty event turns outlaw. In solo the Merchant gains it only once, the first time it uses an outlaw gate while innocent; the per-entry solo bounty applies to the player's ship only.
