When does an NPC first spawn, and where if the spawn point is occupied?
The designer and the rulebook both say spawning happens when the tile is placed.
As soon as its spawn sector tile is discovered, not on its own turn. It goes on that tile's spawn point, or on an adjacent free space if the point is occupied. Respawning after destruction is a separate rule.
