The Merchant and Scoundrel are Tier 1 (1 Fame Point) and the Enforcer is Tier 2 (2 Fame Points), whatever your own ship's tier. Cinder-Beard is Tier 3. NPC tiers never change, even in Normal mode or on the NPC card's side B. The Merchant counts as Tier 1 for the Assassin payout.
