What does a solo NPC do when it has no valid target?
It does as much as its behavior card allows, then stops. With no target it usually does nothing, and if the target is unreachable it moves as close as it can. A Bully Scoundrel targets only Tier 1 or 2 ships, so against a Tier 3 ship it does nothing. Campaign upgrade paths that turn Tier 3 back into Tier 1 bring the Bully back.
