Do I need the Embers modules to play the solo rules, or does the base game alone work?
The designer described the modular design intent; the card contents come from the other solo entries.

You don't need all the Embers modules. The designer built the expansion to be modular and the solo game to work whichever modules you add or leave out, including just base-game content. The solo behavior and stat cards themselves come in Embers.
