Can you take a solo Assassin mission before any NPC is in play, and who counts as a kill?
Yes, but you cannot make progress until an NPC appears. With the Embers rules the mission is complete if the target is destroyed for any reason (including by your Sellsword), and you do not have to visit the hex.
