Can shields, Evasive Thrusters or an Environmental Shield stop planetary shield damage?

No — planetary shield damage is unblockable. A ship shield outfit cannot protect against it, dodge abilities such as Evasive Thrusters do not reduce it, and an Environmental Shield (which only lets you roll the maximum on a shield roll against environmental damage) does nothing because there is no roll to make.
