How do you settle rules disputes and ties, such as two players claiming the same Title?

Roll the d20 divided by the number of options (a two-way dispute is 1-10 versus 11-20, and so on); the option whose range contains the roll wins, and the result stands for the rest of the game. For a tie on claiming a Title, the designer suggests favoring the active player and then going clockwise, or rolling off if the group prefers.
