Does damage placed by Oversurge count as taking damage?

Yes — placing the Damage Marker is taking damage, so a damage-reducing outfit like Scar Lite Hull reduces it, which stops Oversurge from working. A shield can also interrupt it, in which case Oversurge does not activate that outfit.
