Is the Sellsword an Outlaw before it is hired, and can the Enforcer target it?
No. A ship is an Outlaw only once it has a bounty, and the Sellsword has none until hired, so the Enforcer ignores it. Hiring puts 1,000 cR on it, which becomes its bounty, and it gains 1,000 more when it leaves Smugglers' Den.
