Do you earn the Fame Point for an exploration token pair on another player's turn?
No. Collecting an exploration token is a minor action you can take only on your turn, and turning in two tokens for 2,000 credits or 1 Fame Point is not an action, so it is done when you have them. Ship abilities can still score fame points on other turns.
