Can you draw new missions after completing one, or redraw after declining?
The designer ruled that completing and drawing are separate actions.

Completing a mission and drawing missions are separate actions, so you can complete a mission and draw in the same turn (drawing is a minor action, and you cannot draw with an active mission). But the Draw action can be taken only once per Mission Point per turn, so declining all three does not allow a redraw there.
