Can the Enforcer enter an Outlaw planet, and does it get a bounty for it?
The designer confirmed this in several threads and the rulebook says the Enforcer can never have a bounty.
Yes, it uses the planet's entrance to reach its target, and no, it never gets a bounty because it is the law. It also doesn't avoid actions that give others bounty, such as crossing an Outlaw entrance. In solo it also gets no bounty for passing a planetary shield.
