Do I get a bounty for attacking an NPC?

In multiplayer, no: bounty comes from destroying an Innocent ship, not from merely attacking. In the solo game it is different, and each attack by you or the Sellsword on the Merchant or Enforcer adds 1,000 cR to your bounty, on top of anything from destroying them.
